File a Common Challan

The broadest of the challan forms: any department, paid by Head of Account. Most of its difficulty is in what order you fill it.

Where the form is

On mptreasury.gov.in: Cyber Treasury → Pay Challans (under For Unregistered User) → Common Challan. No portal login is required.

Use this form when the payment has no dedicated form of its own: permit and licence fees, fines, court fees, registration charges, departmental dues. If a clerk gave you a Head of Account code, this is the form that code belongs to.

Pick the department first, or nothing works

The Head of Account dropdown is empty when the page loads. It is not broken and it is not still loading. The portal fetches that list from the department you choose, so until a department is set there is genuinely nothing in it.

There are 56 departments, listed with their code: 01 - General Administration, 02 - Home, 03 - Jail and so on. Pick yours and the Head of Account list fills a moment later.

This is the single most common place people get stuck, and it is worth knowing the cause: the department is not just a label on your challan, it is the query that produces your account heads.

Office, district, treasury

These three fields form a chain, and only the first two are yours to set.

So the district is not a filing detail. It is the field that decides which District Treasury receives your money. If the treasury box shows a district you did not expect, fix the district rather than hunting for a way to edit the treasury.

Field limits that bite

Several boxes are shorter than they look, and the form simply stops accepting characters rather than warning you. Worth knowing before you paste a long name in and lose the end of it.

Purpose at 40 characters is the tight one. It is free text on this form, so write the short version: Annual licence fee 2026-27 rather than a sentence.

The step people miss: Add Challan

Filling the fields records nothing. You must click “Click here to Add Challan” so the line drops into the grid underneath. Only rows in that grid are actually being paid.

It is worth checking the grid total against what you meant to pay before going near a bank. A challan that was never added simply is not there, and one added twice is charged twice.

Several challans in one payment

Repeat the cycle to pay more than one at once: set the Head of Account, purpose and amount, click Add Challan, then do the next. Each click adds another row to the grid, and you pay the grid as a whole.

There is one rule that catches people, and it is specific to this form:

“Head of Account already added” is the portal's own wording. The Common Challan grid refuses two rows against the same Head of Account: one row per head, per payment.

If you genuinely owe two amounts under one head, combine them into a single row, or file them as two separate payments. This is not a general portal rule. The Commercial Tax form accepts several rows on one head quite happily, which is exactly why tax, interest and penalty can sit together there.

Common errors

Doing it repeatedly

If you file these weekly, almost everything you type is the same every time: the same payer details, the same office, the same department, often the same Head of Account. Only the amount and the period really change.
