Liquor and licence fees, paid against the Excise department's own list of account heads. The form looks like the Common Challan but behaves differently in three places, and all three are silent about it.
On mptreasury.gov.in: Cyber Treasury → Pay Challans (under For Unregistered User) → Excise. No portal login is required.
Note it is under Pay Challans, not Pay Taxes โ that menu holds only Central Sales Tax. Excise sits in a long list alongside Mineral Resource, Stamp and Registration, Law and Court Fee and others.
Use this form for country and foreign liquor licence fees, bottling, transport, import, export and permit fees, and Excise fines.
Unlike the Common Challan, there is no department to pick. The form arrives fixed to Excise and shows it in a greyed-out box. That is also why the Head of Account list is full from the moment the page loads โ it does not wait on a department the way the Common Challan's does.
There are 50 heads, all under 0039 (State Excise) except one under 0070 for Right to Information fees.
This is the one that wastes the most time. Open the form and the district dropdown has nothing in it. It is easy to conclude the page is broken, or to hunt for a state selector to set first.
It is neither. The portal loads the district list when you finish typing the payer name (or the registration number) and move on. Fill the top of the form first, and the district list appears with all 56 districts in it.
So fill this form top to bottom. Jumping to the district before the payer name leaves you staring at an empty dropdown with nothing obviously wrong.
Once the district is set the portal fills the Treasury box itself and greys it out. As on every other challan, the district is what decides which District Treasury receives the money โ if the treasury shown is not the one you expect, change the district, not the treasury.
The form marks its mandatory fields with a small red star. Mobile number and email address do not have one โ but the portal rejects the challan without either, with Please enter mobile number and Email Id is mandatory.
You only find out at the Confirm step, with the whole form already filled. Fill them in as you go.

Purpose at 40 characters is the tight one, and it must be in English โ write FL-2 licence fee 2026-27 rather than a sentence. The amount is rejected too if it is not in English digits.
From and To must both be filled. What makes this odd is which step enforces it: the final Confirm does not check the dates at all, while Add Challan refuses with Please Enter From Date.
It also checks the order, answering To Date cannot be less than From Date if you have them the wrong way round.
Filling the fields does not record anything. The line only counts once you press Click here to Add Challan and see it appear in the grid underneath. This is the same trap as the Common Challan, and it is the most common reason a payment goes in wrong or does not go in at all.
You can add up to 10 challans before paying โ the portal answers You can not add more than 10 challans at a time. beyond that.
Each line needs a different Head of Account. Add the same head twice and the portal refuses with Head of Account already added. If you genuinely need two amounts against one head, they have to go in as separate challans.
Press Confirm, clear the captcha, choose your bank and payment mode, and submit. Check the totals on the confirmation screen before you pay โ the treasury and district are printed there, and that is your last chance to catch a wrong district.
If you file Excise challans regularly, almost everything you type is the same every time: the same registration number, payer, office, district and account head. Only the period and the amount really change.
